Clarification from the October 30, 2024, public meeting on the wording of $750 per pupil and what it means:
Operating referendum revenue is calculated based on the number of students the district serves, regardless of whether that student is a resident or non-resident student. Using resident and non-resident students as the count for students within a district does not mean that local taxes are paying for non-resident students. In Cleveland, it does not necessarily mean that Cleveland taxpayers are paying for non-resident students because the amount of state aid the district receives for each non-resident student is far more than the additional cost of educating that non-resident student. Without the growth in enrollment and the additional state aid that is generated, the district may have had to ask for a higher per-student operating referendum amount to maintain and support the existing educational programming.
Similar to other components of the district’s property tax levy, the impact on the on an individual taxpayer from year to year will depend not only on the number of students the district serves, but on several other factors including the change in the market value of the taxpayer’s property, the change in market value of all other properties in the school district, and any change in aid from the State of Minnesota for various funding components that are generated through a combination of State aid and local property tax levy.
